Strengthening Capacity of the State Border Committee of the Republic of Belarus in Combatting Illicit Trafficking of Weapons and Ammunition

International technical assistance project “Strengthening Capacity of the State Border Committee of the Republic of Belarus in Combatting Illicit Trafficking of Weapons and Ammunition (AWABEL)” is funded by the Federal Republic of Germany and implemented by UNDP in partnership with the State Border Committee of the Republic of Belarus.

The Project was duly registered on November 19, 2019. The implementation period of the Project is from 2019 to 2021.

The Project’s main beneficiary is the State Border Committee of the Republic of Belarus (hereinafter – the State Border Committee). The total budget of the Project is 1,530,000 USD, of which 1,500,000 USD is funded by Germany and 30,000 USD is provided by UNDP.

The Project’s overall objective is to strengthen capacity of the State Border Committee of the Republic of Belarus in combatting illicit trafficking of weapons and ammunition.

The project will focus on the following two interlinked specific objectives:

1.      Improving Risk Analysis System of the State Border Committee for combatting illicit trafficking of weapons and ammunition.

2.      Increasing capacity of the State Border Committee for effective weapon and ammunition detection at the border crossing points.

The activities under the Project will boost professional capacity of the State Border Committee officers and upgrade the training capacity of the Border Service Institute and the Centre for Training of Border Control Specialists in delivering qualified training to the specialists engaged in combatting illicit trafficking of weapons and ammunition.

Specifically, the implementation of the Project will make it possible:

·       to develop and introduce a special training course/module on risk analysis;

·           to provide technical assistance to the risk analysis units of the Belarus border agency through the delivery of hardware (including powerful servers), licensed software and other related equipment for efficient collection and processing of data in the course of risk analysis process;

·       to arrange a specialized classroom at the Border Service Institute for training of experts in risk analysis and profiling as well as to train relevant instructors;

·       to develop for the Centre for Training of Border Control Specialists located in Brest a special training course/module on detection of illicit weapons, ammunition and explosives at border crossing points;

·           to purchase and deliver inspection, detection and other equipment to some pre-selected border crossing points at the Belarus national border;

·           to enhance significantly the knowledge and skills of field border staff in detection of attempts of illicit trafficking of weapon and ammunition at border crossing points.

The above listed results will be achieved through the arrangement of study visits to the European countries, joint seminars, field trainings and EU expert evaluation mission as well as purchase and delivery of corresponding equipment.

In general, the implementation of the project will result in increased security and stability in Belarus, Eastern Europe and beyond by mitigating the risk of spread and illicit trafficking of weapons and ammunition.
